NOTICE OF REGULAR MONTHLY MEETING DATES FOR TICE FIRE PROTECTION AND RESCUE SERVICE DISTRICT

NOTICE IS HEREBY GIVEN THAT THE BOARD OF COMMISSIONERS OF THE TICE FIRE PROTECTION AND RESCUE SERVICE DISTRICT ("DISTRICT"), AN INDEPENDENT SPECIAL DISTRICT, SHALL HOLD ITS REGULAR MONTHLY MEETINGS FOR THE TWELVE MONTHS OF DECEMBER 2016, THROUGH NOVEMBER 2017, ON THE FOLLOWING DATES: DECEMBER 8, 2016; JANUARY 12, 2017; FEBRUARY 9, 2017; MARCH 9, 2017; APRIL 13, 2017; MAY 11, 2017; JUNE 8, 2017; JULY 13, 2017; AUGUST 10, 2017; SEPTEMBER 14, 2017; OCTOBER 12, 2017; AND NOVEMBER 9, 2017. New ISO Property Protection Class

Tice Fire Protection and Rescue Service District has been awarded a Class 2 Public Protection Classification (PPC) rating by the Insurance Services Office (ISO), an organization that independently evaluates municipal fire protection efforts in communities throughout the United States.  The rating is used by insurance companies nationally as a standard for their premiums.  The Class 2 rating is the second highest possible score that can be given to any fire department nationwide, with only 2% of the Nation’s Fire Departments reaching this elite rating of fire protection.

In March of 2016, ISO upgraded Tice Fire District’s Public Protection Classification (PPC) from a Class 4 to a Class 2. Nationally, just 1,164 of 48,632 fire protection agencies achieved a Class 2, with only 178 achieving a Class 1. This improved rating may mean savings for property owners within the District as ISO considers a fire district’s PPC rating an important factor for insurance companies when determining prices for personal and commercial property insurance. ISO looks at many factors when determining a classification.  Some of these include staffing, fire training, how often apparatus are maintained and tested, personnel training, public education, water supply and flow, emergency dispatching and communication, and equipment. This rating will take effect on July 1, 2016.

The Tice Fire & Rescue District has created a memorial in remembrance of 9-11-01. The centerpiece is an artifact from the World Trade Center. With the generous support of the community, this memorial has been constructed. The District would like to invite all local residents to join us on Thursday, September 11th, 2014 @ 0945 for a remembrance ceremony.

 

Why is a millage cap increase needed?

The Tice Fire District Board of Commissioners is asking our constituents to consider authorizing an increase to our millage cap from 3.00 to 3.75 mills.

· The issue has been placed on the ballot for the August 26, 2014 (primary) election.

· Our current millage rate is 3.00. This rate was established in 1993.

· If the entire .75 mill was levied on a residence with a taxable value of $100,000 the increase would be $75.00 annually.

Why is a millage cap increase needed?

· 16 firefighters currently being paid from SAFER Grant funding which will expire in 2015.

· With declining property values, the District has lost 43% of our ad valorem tax revenue.

· Any reduction in service would likely lead to higher property insurance premiums for property owners and businesses.

Prudent stewards of taxpayers dollars:

· To make up for the lost revenue, the District has cut over $2.0 million in spending, eliminated 4 positions and has received grant funding from the Federal Government.

· When the economy was strong, the Fire Board voluntary lowered the millage rate, giving relief to taxpayers. The District millage rate was 2.67 in 2007 and 2.79 in 2008.

· We consistently apply for, and regularly receive grant money to help offset the local burden.

· We operate with no debt.

· We have not reduced our level of service to the community.

Financial information:

· Annual expenses today: $2.9 million

· Ad valorem income in 2013: $1.8 million

· Other income: SAFER Grant, $1.1 million

Limited options to fix the problem:

· Reduce services

· Increase revenue

· Wait for increased property values

· Ask for an increased millage cap rate to assist with financial stability.

We can only provide the level of fire protection that the people are willing to fund. It is our goal to educate so that they can make an informed decision.

A Message to Residents of the Tice Fire District

For over 35 years, the Tice Fire District has protected the citizens and businesses that make up our district. Unfortunately, we find ourselves at a crossroad; with declining property values we have lost 43% of our ad valorem tax revenue. To make up for this loss of revenue, the District has cut over $2.0 million in spending and eliminated 4 positions. Any further reduction of personnel would likely lead to higher property insurance premiums for property owners and businesses. 

 

Your publically elected Board of Fire Commissioners has authorized a referendum for registered voters at the August 26 primary election to consider voting for a change in the maximum millage rate to fund your fire district. The last time the residents of the District approved the maximum millage rate was in 1993. Our current millage rate is 3.00.  Your Board is asking you for the ability to adjust the millage rate from 3.00 mills to a cap of 3.75 mills. An increase to 3.75 mills would equate to an additional $75.00 per year based on a home value of $100,000; that’s $6.25 a month.

 

Your Board of Fire Commissioners annually sets the budget at public meetings. When the economy was strong, the Fire Board voluntary lowered the millage rate, giving relief to taxpayers. The District millage rate was 2.67 in 2007 and 2.79 in 2008. The millage rate they approve is based upon operational needs, so we may not need to spend up to the millage cap. It simply gives us the ability to do so when financially needed. 

 

In 2010, the District was forced to lay off 10 firefighters. The District was only able to rehire the 10 firefighter employees and retain an additional 6 firefighters because the District is currently receiving grant money, on a temporary basis, in the form of a SAFER Grant from the Federal government which pays the salaries of the 16 employees.  The SAFER Grant will expire in 2015. If funding is not received, the District Board will have no alternative to reducing services and eliminating personnel to balance the budget.

 

Any reduction in personnel or rescue services would probably affect your property Insurance Service Organization (ISO) rating. The rating that the ISO assigns is used by your insurance company to determine how much you pay for property insurance. A higher ISO rating means an increase in the amount of property insurance premiums that you pay to the insurance company.  Currently, if your property is located within 5 miles of the Tice Fire Station or the Buckingham Fire Station, your ISO rating is 4.  

 

Currently we provide emergency response to fires, medical calls, hazardous material incidents, disasters, vehicle crashes, and just about just about any other emergency that you can imagine. We average 2,325 calls annually and our average response time is 4 minutes. If we do not receive additional funding, we may be forced to reduce these services. If our maximum millage rate is increased to 3.75, we would generate enough funds to maintain a proper level of emergency service. We can only provide the level of fire protection that our community is willing to support.

Millage Rate Q&A

During the January 2014 Board of Fire Commissioners monthly meeting, the Board voted to proceed with a voting referendum to increase the current ad valorem property (millage) tax rate. Tice Fire District Questions & Answers

During the March 2012 Board of Fire Commissioners monthly meeting, the Board voted to proceed with a voting referendum to increase the current ad valorem property (millage) tax rate. A question and answer session was held in regards to this decision. A copy of the questions and answers has been posted to this website under “Important Docs”. NEW CHANGES TO ISO CLASS

On July 1, 2011, the Insurance Services Office (ISO) concluded its review of the fire suppression features being provided for/by the Tice Fire Protection and Rescue Services District. The resulting community classification is Class 4/10. The first class (e.g. “4” in a 4/10) applies to properties within 5 road miles of a recognized fire station and within 1,000 feet of a fire hydrant or alternate water supply.

(Alternate Water Supply): The first class (e.g. “4” in a 4/10) applies to properties within 5 road miles of a recognized fire station with no hydrant distance requirements.

Class 10 applies to properties over 5 road miles of a recognized fire station.

This new classification means that all property which is located within 5 road miles from the Tice Station or Buckingham Station has a Property Protection Class (PPC) of 4. A letter to provide to your insurance company can be found in the “Important Docs” page.
